Summary: The purpose of this paper is to analyze the subjective senses of the Digital Participation in the Participatory Budgeting (Orçamento Participativo – OP) of Vitória Town Hall (Prefeitura Municipal de Vitória - PMV) in Espírito Santo. It is a research based on a theory still under development – Theory of Subjectiveness – based on the Qualitative Epistemology perspective elaborated by González Rey, in which he emphasizes the constructive-interpretative essence, the researcher’s influence and the dialogical process during the knowledge generation process. To reach the intent of this research, we aimed to characterize the Participatory Budgeting process of Vitória Town Hall and identify the indicators to understand the subjective senses production of Digital Participation in PMV Participatory Budgeting for OP Delegates. The electronic participation in the Participatory Budgeting of PMV – named Digital Participation – let citizens from Vitória city to use the City Hall website in order to select investment priority fields for the Participatory Budgeting. It could be noticed a small actual participation from web users. The web user profile that took part in the Participatory Budgeting was young males, from 16 to 29 years old, involved in some kind of social organization. This web user lives in neighborhoods with an Urban Quality Level (Índice de Qualidade Urbana – IQU) of over 0,70. The priorities selected by the users were Safety and Education. Regarding the subjective senses of the Digital Participatory Budgeting, we can identify as most expressive the modern, future, progress sense, as well as the little (or lack of) promotion. Relating to the Participation subjective senses, we can understand how delegates link participation to the lack of commitment. The digital exclusion is the main subjective sense when it comes to analyzing the participation through Digital Participatory Budgeting. However, according to delegates, we need to highlight the need of actual attendance, which means a space to traditional participation in contrast to an electronic participation mechanism. We conclude that the Digital Participatory Budgeting for Delegates of Vitória Town Hall is an ongoing process.
